A community group opposed to an arts center that could be built at Pier 40 on the Hudson River says repairing the structure could cost $125 million, four times more than estimated. The Hudson River Park Trust is considering two proposals from developers for the site. One by the Related Companies would build restaurants, shops and a performing-arts center that would be a new home for Cirque du Soleil and the Tribeca Film Festival. Related has increased the amount of public space and reduced its commercial projects in the area, in response to community pressure. CampGroup would build a private summer camp and year-round athletic facilities that could be used by schools.
