A Harlem group is fighting the city’s proposal to rezone West 125th Street, saying that minority-owned small businesses and residents would be displaced. The city’s Planning Commission holds a hearing next week on the plan which would allow new developments to reach 29 stories and could draw more than 5,000 new residents. An “Arts Bonus” would allow greater density in exchange for ground-floor cultural venues.
