The city declined to heed Councilman Bill DeBlasio’s call for a development moratorium in Carroll Gardens, the brownstone-lined Brooklyn neighborhood where residents are outraged over new developments they say are out of context. DeBlasio also called for a proposed downzoning to be sped up, but the city said the neighborhood would have to wait. “We are committed to pursuing it, but … we are unable to commit to a precise timeframe,” the city’s Planning Department said in a written statement. Hearings will be held next month to reduce new building heights to as low as 50 feet on several blocks. DeBlasio is running for borough president.
