After General Growth failed last year to build a 50-story residential tower on the South Street Seaport, it now plans to find a big-name retailer to help revive the project. Potential anchor tenants are reportedly Harrods, Harvey Nichols, Barneys New York and Target. The developers are still negotiating with the city’s Economic Development Corporation about their plans for Pier 17, which also call for a floating swimming pool and a community center.
