City Council approves congestion pricing

The City Council has approved the mayor’s plan to charge congestion tolls below 60th Street in Manhattan. The Council approved the plan to charge most drivers an $8 fee by a vote of 30 to 20. While Gov. David Paterson and state Senate majority leader Joseph Bruno support the plan, Assembly Speaker Sheldon Silver says he won’t take a position until the state passes a budget. If the Legislature doesn’t approve the plan by April 7, about $350 million in federal aid could be lost.
