A report by the state inspector general’s office found that a veteran state employee approved 210 licenses for crane operators who had failed a licensing exam between 1985 and 2000. The report, which will draw extra scrutiny in the wake of the March 15 crane collapse that killed seven people in Turtle Bay, found no motive or evidence of bribery. The report also found that the licensing exams lacked clear requirements or procedures.
