The Port Authority, citing budget concerns, has begun planning a scaled-back World Trade Center transportation hub. In four to six weeks, the Port Authority will likely solicit bids for the Santiago Calatrava-designed project to test the market. The authority is also preparing a less expensive plan, which would rely more on existing tracks and the interim PATH terminal’s structure, scale back underground design elements, and simplify engineering. Either way, Calatrava’s elliptical above-ground structure will remain.
