New York Congressman Charles Rangel has four-rent stabilized apartments in Lenox Terrace, a luxury development in Harlem. Rangel uses three adjacent units as a residence and another as a campaign office, even though state and city regulations say rent-stabilized units must be used as residences. Rangel paid $3,894, in total, per month in 2007 for the four units, almost half the apartments’ market rate. Gov. David Paterson lives in a rent-stabilized apartment in the same building, where he pays less than half of the market rate of $2,600 per month.
