Store owners on Ninth Avenue in Chelsea have been spooked by plans by their new landlord to lure upscale retailers to the block between 17th and 18th streets. Chelsea Liquors, a 35-year-old store, has already received an eviction notice from the new owner, Morris Moinian. The mom-and-pop shops are turning to local officials to save their stores and held a rally in May, which Borough President Scott Stringer attended. Moinian paid $31.4 million for eight stores and 64 apartments on the block.
