Budget, time could change WTC transportation hub

The Port Authority is looking at alternative plans for its planned World Trade Center Transportation Hub, the Santiago Calatrava-designed project which is behind schedule and could be hundreds of millions of dollars over its $2.5 billion budget. The agency’s chief engineer, Francis Lombardi, and a group headed by Silverstein Properties executive Mickey Kupperman have proposed substitutes to Calatrava’s plan.
