A 15-building tenement complex on York Avenue, between 64th and 65th streets, will remain in place, after a state court ruled out redevelopment of the site based on the buildings’ landmark status. The owner of the complex, Stahl Real Estate, planned to tear down the apartment buildings to make way for two 28-story office buildings. Its landmark designation had been stripped in 1990 but was restored by the Landmarks Preservation Commission in 2006.
