Mayor Eric Adams has tapped Adolfo Carrión, head of the city’s housing agency, to step in as deputy mayor of housing, economic development, and workforce.
Carrión is taking over for Maria Torres-Springer, who announced last month she would step down alongside three other deputy mayors after the Department of Justice moved to dismiss the corruption charges against Adams. Torres-Springer was serving as first deputy mayor, but was also still handling the responsibilities of the deputy mayor of housing. It is unclear who will take over the role as first deputy mayor.
On Friday morning, the mayor also announced replacements for the other three deputy mayors who resigned: Suzanne Miles-Gustave, former acting commissioner of the New York state Office of Children and Family Services, as deputy mayor for health and human services; Jeffrey Roth, former deputy commissioner at the New York City Department of Veterans’ Services, as deputy mayor for operations; and Kaz Daughtry, deputy commissioner of operations at the New York City Police Department, as deputy mayor for public safety.
Carrión officially assumes his new role on March 14. An agency representative confirmed that HPD First Deputy Commissioner Ahmed Tigani will serve as interim commissioner.
Adams tapped Carrión as HPD commissioner at the start of his term in 2022.
Before joining HPD, Carrión served as Bronx borough president from 2002 to 2009 after representing the West Bronx in the City Council from 1998 to 2001. He was also the first director of the White House Office of Urban Affairs during the Obama administration, and then served as regional administrator for the Department of Housing and Urban Development in New York and New Jersey.
The new appointments come as a federal judge considers whether to drop the criminal charges against the mayor. Last month, the Department of Justice directed prosecutors to dismiss their five count indictment against Adams, citing that the timing of the charges “improperly interfered” with the mayor’s 2025 mayoral campaign and inhibited Adams’ ability to enforce President Donald Trump’s mass deportation plans.
Judge Dale Ho appointed an attorney to present independent arguments on the motion to dismiss, which are expected to be filed with the court on Friday.
