“Active-adult” community proposed for Contra Costa’s Discovery Bay

TES Development submitted a pre-application for a 2K-unit community for older adults in an unincorporated area

A developer has submitted preliminary plans to build a 2,000-unit community aimed at people over 50 across a 545-acre site in Contra Costa County’s unincorporated Discovery Bay.

TES Development’s pre-application also calls for 40 acres of light industrial land, 30 acres of sports parks and 21 acres for parks and a community center, the San Francisco Business Times reported. A boat and RV storage facility as well as a fire station could also be part of the project.
About 15 percent of the residential units would be designated as affordable, as per county requirements.

The so-called active-adult community would cater to empty nesters in the Bay Area who are seeking to sell their homes and downsize without leaving the region. Northern California is home to nine such developments, three of which are in the Bay Area. Contra Costa’s Board of Supervisors has also approved a 277-lot subdivision in Discovery Bay.

TES Development is asking for a feasibility study to rezone the land, which is zoned for agricultural use. Eight acres of wetlands would be preserved.

The land was a part of a 1,122-acre property owned by the Cecchini family. The northern 577 acres were put into an Agricultural Conservation Easement, which preserves the land for agriculture. China’s Henghou Group acquired the property in 2018 for $11.5 million.

California homebuilder Trumark Homes plans to build a new luxury townhome community about 30 miles to the west.
