Infill project to add 100 affordable units to Fruitvale market

Developer to use prefabricated components to lower construction costs

An Idaho developer has filed plans to build a 100-unit affordable apartment complex in Fruitvale.

Pacific West Communities has filed permits to build the five-story building at 2956 International Blvd., SFYimby reported. The infill project known as Derby Studios would replace a parking lot.

The East Bay complex would include a mix of studio lofts. Shared amenities would include a dog park, outdoor fitness center and laundry rooms on every floor. The apartments would be restricted to low-income tenants.

The project would sit on a parcel bound by International Boulevard, Derby Avenue, and East 15th Street. Designed by Orange-based AO Architects, the buildings would be sheathed in a mix of white, gray and browns, and make use of modular prefabricated components, cutting construction time and material waste.

The developer has applied for protections under Senate Bill 35, legislation that aims to streamline approval for affordable housing projects.

Pacific West Communities, a division of The Pacific Companies, has developed multifamily or senior housing in a dozen western states, according to its website. The Pacific Companies, founded in 1998, has completed more than 160 multifamily and charter school projects.

Last month, it won approval to build a 384-unit affordable housing complex with shops, restaurants and a public library in the unincorporated East Bay community of Bay Point.

In April, it scored $130 million in financing for nearly 280 units of affordable housing in Oakland and Milpitas. Pacific West also struck a deal last year with KT Urban to develop 48 rental units for low-income seniors in Cupertino.
