High Street eyes 1,000 homes on defunct casino site in West San Jose

Trammell Crow subsidiary would turn 10-acre site into housing, shops and restaurants

High Street Northern California Development aims to replace a defunct casino in West San Jose with 1,000 homes.

High Street, tied to an unidentified executive for Dallas-based Trammell Crow, has filed preliminary plans for a mixed-use project to replace the Garden City Casino at 360 and 400 Saratoga Avenue, the San Jose Mercury News reported. 

It would also bulldoze buildings containing a boarded up Harry’s Hofbrau and other businesses.

The project, to contain 1,000 residential units, would be built on the 10.3-acre site at Saratoga Avenue and Kiely Boulevard. It would contain an estimated 13,000 square feet of shops and restaurants.

Developers have eyed the property for years, according to the Mercury News.

In 2016, Prometheus Real Estate and Shorenstein proposed homes and shops. In 2020, Dutchints Development proposed a hotel and office campus. In 2021, Urban Catalyst proposed offices, housing, a hotel and a senior residential complex. None broke ground.

It wasn’t clear what type of housing — rental, for sale or a mix of the two — High Street plans for the property.

The two parcels that make up the site are owned by San Jose-based Pestana Properties and an affiliate controlled by the Pestana family, which fielded the prior development proposals.

High Street Residential, a unit of Trammell Crow, develops multifamily housing. Its Northern California office is led by principal Brian Pianca.
