Mixed-use development will rise near Houston Space Center

A mixed-use development could soon rise along NASA Parkway in Seabrook.

Houston-based Highland Resources plans to build apartments and more than 8,000 square feet of restaurant and outdoor dining space, plus refurbished boat slips a few miles east of the Houston Space Center, the Houston Business Journal reported. The Seabrook City Council approved a preliminary plan for the 3.1-acre site, at 3805 and 3813 NASA Road 1, last fall.

 

Highland’s plans, expected to cost $70 million to $75 million, call for a 13-story, 238-unit L-shaped apartment building, a one-story 5,200-square-foot restaurant and a 3,150-square-foot outdoor deck that overlooks Clear Lake. The cost breaks down to about $294,000 to $315,000 per apartment.

Since the property will be located the water in flood-prone Harris County, building codes dictate that none of the apartments will be located below the third floor, no fewer than 18 feet above the ground. Units will range from studios to three-bedrooms; about half will be one-bedrooms.

A 10,000-square-foot amenity deck, lake-facing swimming pool and 182,000-square-foot parking garage with space for more than 500 vehicles are in the plans. There will also be a fitness center, gazebos and a pet area. San Francisco-based Gensler will design the project.

Highland also plans to renovate boat slips on the property and either rent them out or allow residents access.

The developer still needs final approval from the city’s planning and zoning commission in February or March and then can begin a nine-month design phase. Construction could begin as early as the first quarter of 2024.

Highland Center will be the first multifamily project in the Houston area for Highland Resources, which has a six-story office building at 510 Bering Drive near Memorial Park and a 94-acre subdivision called Highland Glen.
