Texas’ top construction permits for the week ending May 19, 2026

Once again, a data center takes first place among the most expensive new construction projects filed last week. Edged, a New York-based developer that specializes in data centers that use no water, filed plans to spend $300 million on Edged Energy Outpost, a 488,770-square-foot data center at 9999 Chapin School Road in Fort Worth. Some Fort Worth residents oppose the project, prompting the Fort Worth City Council to delay a vote on potential tax incentives for the company. Edged plans to start construction this July and finish the facility by December 2027.

The Leander Independent School District filed the second-priciest plan of the week: a new 117,000-square-foot elementary school at 2845 Travisso Parkway in Leander, northwest of Austin. Leander ISD plans to spend $65 million of bond money approved in a 2023 election on the project. Construction is scheduled to begin February 2027 and end June 2028.

Garland ISD plans to spend $53 million on Memorial Pathway Academy and Student Services Center, a school building and student support facility, at a yet-undetermined location near the intersection of East Centerville Road and South Country Club Road in Garland. The school district plans to start construction this August and finish the project by December 2027.

Renovations

American Express will spend $35 million to expand and renovate its lounge in the George Bush Intercontinental Airport in Houston, which is owned by the city. The current American Express Centurion Lounge spans 8,500 square feet, according to the Houston Chronicle, and the filing describes a 23,000-square-foot renovation. Work is scheduled to start this August and end July 2028.

Philadelphia-based Brandywine Realty Trust plans to spend $31 million on a renovation for Building 902, one of several office buildings that make up Uptown ATX, at 11501 Burnet Road in Austin. The 66-acre development has been colloquially known for decades as “the IBM campus,” but IBM is leaving for The Domain on the northwest side of town next year. From July 2026 to December 2027, Brandywine plans to renovate the entirety of the six-story, 171,900-square-foot building with a new facade, lobby and amenities.

The Paramount Theatre for the Performing Arts Incorporated filed plans to spend $21.7 million on a partial renovation of 10,000 square feet of the historic Paramount Theatre at 713 Congress Avenue in Austin. Work will last from July 2026 to July 2027.
