Dallas-based Xebec Holdings plans to convert 3,300 acres into as much as 50 million square feet of industrial space at the 31,000-acre former Alcoa aluminum plant in Milam County, the Austin Business Journal reported.
An LLC tied to Xebec purchased the property for roughly $240 million about a year and a half ago. The site is about 15 miles east of Taylor, where Samsung is building a $17 billion semiconductor facility.
The development, called the Advanced Manufacturing and Logistics Campus, is set to include more than 30 buildings, each spanning 1.25 million square feet. The remaining land could be used for housing, solar farms, retail, commercial, industrial, hospitality and recreation.
Xebec expects the first portion of the development will be operational by mid-2025.
The industrial campus will be part of a “megasite” along Farm to Market Road 1786 just south of U.S. Route 79. Since the property previously functioned for industrial use, certain utilities are already in place. Plus, the Texas Legislature voted this year to create a municipal district that will help fund infrastructure at the site.
Officials in Rockdale and nearby towns support the project. The industrial campus adds to the economic excitement in Rockdale, said Jim Gibson, the city’s economic development director.

Bill Gravell, a county executive in Williamson County, which encompasses nearby Taylor, also stands behind Xebec’s plans for the site.
“We need industrial and manufacturing space like you can’t imagine,” he told the outlet.
