Cityview has gotten the green light from the Los Angeles City Council to begin construction on its latest mixed-use apartment complex in Westchester.

The approval comes after the project faced an appeal from the Supporters Alliance for Environmental Responsibility (SAFER), an affiliate of Laborers International Union of North America Local 270 (LIUNA), Urbanize Los Angeles reported. In a May 13 letter submitted to the Council, SAFER agreed to withdraw its appeal after reaching an agreement with Cityview, though it did not disclose the terms of the agreement. 

Cityview looks to build an eight-story building at 6136 West Manchester Avenue with 489 studio, one- and two-bedroom apartments with 16,120 square feet of ground-floor retail and 549 parking spaces. The building, located on a 105,000-square-foot lot, would have a podium-level courtyard, multiple terrace decks and a swimming pool. 

The building would have street access to Truxton Avenue, La Tijera Boulevard, and 87th Street, just around the corner from Sepulveda Boulevard. Plans for the contemporary structure from architect AC Martin call for 48,000 square feet of open space, including several pedestrian plazas at key intersections around the block designed to connect residents to the nearby Westchester Town Center.

Cityview is required to allot 64 apartments for very low-income affordable housing in exchange for density bonuses permitting it to build larger than what would normally be allowed. The Century City-based firm first called for 441 units when it first announced the project in 2022. 

The development would replace a Pep Boys auto facility and a Del Taco restaurant, according to the application filed with the city. It would make an ideal home for a frequent traveler, located just a stone’s throw from Los Angeles International Airport. 

Construction at 6136 Manchester is expected to begin this year and be completed in 2027, according to an environmental study conducted for the project. As it stands, Cityview appears poised to stick to the previously outlined 30-to-36-month timeline from groundbreaking to grand opening.
