Toll Brothers has started construction on a 15-story, 23-unit condo. The finished project, which is expected to hit the market next summer or fall, will feature several full-floor units at the top of the building and ground-floor retail. Toll, which purchased the distressed site from developer Trevor Davis, has also developed Northside Piers in Brooklyn and 303 East 33rd Street in Murray Hill.
