Miami budget faces property tax pinch

The city of Miami is looking at its budget and finding there will be less to go around in 2008 and 2009. City commissioners say declining property values will eat into tax revenues, and rising fuel costs will make providing many services more expensive. They’re also frustrated with the culture of bureaucracy and secrecy in the city’s various departments, which they say keep them from getting a full picture of city finances.
