The Clematis Garage, a new facility in West Palm Beach, opens Thursday in an experiment that blends green construction and car commuting in a 600-parking space building. The new garage has several “green” features, from payment systems meant to move lines quickly and thus reduce car emissions, to energy-efficient lighting and spaces for bicycles and motorcycles, city parking administrator Sue Olley said. The less time spent queuing while waiting to pay, the less vehicle emissions, Olley said. So far, on test runs, the average time it has taken to pay and go is less than three seconds, she said.
