Miami-Dade County is getting a $62.2 million grant from the federal government, more money than any other locality in the country, to fight the spread of foreclosures. But the Department of Housing and Urban Development has also placed some unique conditions on the county’s use of the money. The county must submit to HUD a plan for how it will manage the money by May 4, and must also prove that it will be able to administer the Neighborhood Stabilization Program.
