Developer Michael Swerdlow wants the City of North Miami to give him the
lease for the troubled Biscayne Landing site, with a proposed deal that
would bring the city $19 million in the first year. According to the
proposal by Swerdlow, who was the site’s original developer, the project
would see a hotel, a shopping center, an adult living facility and
low-density residential development. As part of the deal, Swerdlow would
give the city $17.5 million in an initial payment, along with $1.5
million in annual lease payments, a percentage of revenue and as much as
$150,000 per month to manage the property until development is
