Waterfront Miami parkland purchase stalls over low appraisal

Negotiations over a proposed waterfront park in Miami’s Upper Eastside have stalled as the owner of the 1.2-acre parcel is accusing the city of pushing for a lower appraisal figure. The plot, near NE 79th Street and Biscyane Boulevard, was supposed to be purchased by the city last year, but the plan fell through. Talks with owner Skip Van Cel had relaunched recently, until an appraisal by J. Mark Quinlivan came in at $530,000. Van Cel is asking $635,000 for the plot. Amid the allegations, the city is now ordering two additional appraisals which will take about a month to complete.
