Ratner has rival for Atlantic rail yards

Extell Development Co. submitted plans Wednesday to the Metropolitan Transportation Authority for developing the Atlantic rail yards in Prospect Heights. Extell’s proposal to build 1,940 apartments in 11 buildings means developer Bruce Ratner has competition for the site. Ratner wants to build an arena for his New Jersey Nets, plus 17 skyscrapers.
