Is Silverstein awaiting buy-out at Ground Zero?

Some in commercial real estate reportedly think major Ground Zero leaseholder Larry Silverstein is just holding out long enough to get a big sum for his property.They contend Silverstein is opposed to retail and residential development at Ground Zero simply to drive proponents of both including Mayor Bloomberg to exasperation.
