he city’s Department of Buildings is defending its arrangement with
controversial architect Robert Scarano, in which he dropped his right
to self-certify and the department signed a “stipulation” agreeing not
to report him to other government agencies, according to a Daily News
report over the weekend. A city press release said “a stipulation is
akin to a plea bargain.” It said that the “State was already aware of
Mr. Scarano’s misdeeds” and the agreement “had no practical impact
whatsoever on the State’s ability or interest to discipline Mr.
Scarano.”
