The Port Authority was expected to approve a deal today to bring the
Westfield Group, a shopping center operator, back to the World Trade
Center. The company will invest more than $600 million and receive a 50
percent stake in 490,000 square feet of retail space. Stores will be
located above ground and in the two-story concourses connecting to
subway and PATH lines.
