As former mayor Rudy Giuliani runs for president and boasts of cleaning
up Times Square, some critics say he is overstating his role in the
redevelopment of the once seedy area. In the 1980s, state agencies were
planning to revitalize the 42nd Street corridor, and state officials
and then-mayor Ed Koch used eminent domain to seize crumbling
buildings. While David Dinkins was mayor, the City Council commissioned
a study that showed that sex businesses harmed residential areas,
laying the groundwork for the square’s rezoning.
