White Plains may be best known as a Westchester suburb of New York City, but a new wave of mixed-use development has transformed the city into a bustling urban center in its own right. A Ritz-Carlton Hotel opened last month, with 185 condos occupying the top floors of the 44-story tower. Prices there range from $750,000 to $8 million; all but six units have reportedly sold. A Trump Tower anchors the $325 million City Center complex, which also has a luxury rental apartment building and several chain stores. As the area gentrifies, however, lower-income residents fear they will get priced out.
