Alternative congestion plan studied

As a state commission prepares to make a final recommendation on the city’s congestion pricing plan to the State Legislature on Jan. 31, it will consider an alternative plan today. The modified plan would create a different boundary for congestion pricing, charge $8 round-trip tolls on East River and Harlem River bridges, and use license plate numbers to restrict access to parts of Manhattan. Tolls on East and Harlem River bridges would bring in a projected $859 million annually and eliminate 7 percent of vehicle miles traveled in Manhattan, but are an unpopular option.
