A gust of wind blew a construction worker off the scaffolding at a tower being built in Brooklyn’s Clinton Hill, plunging him 13 stories to his death. Jose Palacios, a 43-year-old Mexican, was installing stucco atop the Clinton Avenue building. Another worker suffered minor injuries after falling to a landing one story below. The city issued a stop-work order for the project, which will be a condominium with a glass facade.
