A motion in the House of Representatives to censure Rep. Charles Rangel for occupying four rent-stabilized apartments, including one for a campaign office, has been blocked. The resolution said that Rangel “dishonored himself and brought discredit to the House.” It accused Rangel of taking what amounted to a gift that he failed to report, and said he received illegal campaign contributions in the form of office space. The House voted 254 to 138 against it.
