Some developers are shifting focus from new developments to rezoning areas to make a profit. Developers are especially looking to change areas zoned for manufacturing, with hopes of developing or selling their property once the market improves. Because rezoning and zoning variances can take up to three years and requires city approval, many developers shy away from the lengthy process during strong markets.
