Wall delays WTC’s Tower 4

The Port Authority of New York and New Jersey put up a 20-foot wall
to shore up the land beneath the No. 1 subway line that stands on the
western side of the World Trade Center’s Tower 4 site. Sources familiar
with the project say the wall “impedes the footing and foundation” on
Greenwich Street, and until the Port Authority can get rid of the wall,
it will delay Tower 4’s construction. A source said if the wall is
dismantled in the spring, the tower might be completed by 2012. The
Port Authority owes developer Larry Silverstein $50 million in penalties for missing a deadline to turn over the property.
