The Port Authority of New York and New Jersey approved a 30-year contract to sell dredged land from New York Harbor to developer Utex in July, but Utex is still waiting for the Port Authority to execute the plan. A Port Authority spokesperson said the board authorized an agreement with Utex but the process to go forward with the contract has not been completed.
