A prominent real estate law firm has filed plans to rezone a portion of South of Market in San Francisco for a mixed-use residential tower that could rise 250 feet.

Reuben, Junius & Rose, based in the city, submitted a request for zoning administrator determination to the San Francisco Planning Department to merge three lots, including 657, 661, and 667 Howard St., SFYimby reported. A project developer was not disclosed.

A two-story commercial building 661 Howard St. once occupied by the Thirsty Bear Organic Brewery would be demolished. The building at 667 Howard Street is also threatened.

Plans say a two-story brick building built in 1922 at 657 Howard St. would be preserved, though the future tower would connect at ground level, and the tower would cantilever over its roof. A development would include transferable development rights from the same building.

The project application compares the potential tower built next to the century-old building at 657 Howard to the recently-completed 47-story tower at 706 Mission St., which involved the historic renovation of the Aaronson Building. The 45-story tower designed by Handel Architects and completed in 2020 includes 146 condominiums operated by Four Seasons Private Residences.

A state density bonus program could yield the “maximum number of total housing units” for a mixed-income housing project in a transit-rich location, according to Reuben, Junius & Rose.

The property is currently zoned with a height limit of 250 feet, but waivers from the state density bonus and accumulated development rights could allow the project to rise even higher.

Future residents of a narrow tower overlooking the San Francisco Museum of Modern Art would be within walking distance of Salesforce Park and Yerba Buena Gardens, with access to several MUNI bus lines, and BART.
