Alpine Start plans $35M master-planned community in Waxahachie

Japanese investors join Dallas developer for multifamily and build-to-rent project

Alpine Start Development plans to build a thousand-unit master-planned rental community in Waxahachie.

The Dallas-based multifamily developer filed plans with the Texas Department of Licensing and Regulation to spend $35 million on a development on FM 878 in Waxahachie, the seat of the county directly south of Dallas. The filing describes only the first phase of the project, detailing 15 multifamily buildings with 198 basement garages and a 5,600-square-foot clubhouse.

The site spans 75 acres at the intersection of FM 878 and Highway 287, west of Waxahachie’s historic downtown center and south of much of the city’s newer residential developments. Alpine Start’s development will include about 915 multifamily units and 150 build-to-rent single-family homes as well as retail space, according to the company’s website.

Alpine Start specializes in new multifamily construction in Dallas-Fort Worth suburbs, according to the company.

Japanese company Nishi-Nippon Railroad has invested in the project, a November press release states. The Japanese railway company has interests in at least six American multifamily developments, with three of them in Texas, according to its website.

Alpine Start estimates a completion date of October 2028 in its TDLR filing. A spokesperson could not be reached for comment.

The City of Waxahachie recently approved another master-planned community by Minto Communities USA, allowing up to 13,270 units on 3,170 acres west of the city.

Alpine Start’s project is just south of the Buffalo Ridge master-planned community and north of the Myrtle Creek community that Starwood recently bought in 2025 as part of an $800 million portfolio purchase.

Texas is a leading construction market for build-to-rent development. After the build-to-rent trend took root during the pandemic, Texas posted the country’s largest supply of build-to-rent homes, with 15,600 units open at the end of 2023, according to RentCafe. Almost 22,000 build-to-rent units were in the Texas pipeline at the beginning of 2025, according to Point2Homes — the most of any state in the country. The Dallas metro area ranked second among cities for build-to-rent units under construction.

Other build-to-rent projects in the pipeline around Dallas include a 66-acre, 350-unit community in the eastern suburb of Terrell by Dominium Apartments.
