Hines’ Brookewater to be its biggest project since First Colony in Sugar Land

Rosenberg city council approved the project in a 4-3 vote, agreed to annex the land

Storied Houston developer Hines, has a massive new project in Fort Bend County.

Plans call for a 850-acre master-planned community on the outskirts of Rosenberg, an exurb southwest of Houston. The project, dubbed Brookewater, will reportedly include 2,400 single-family homes on full build-out — plus a “resort-style” water feature, according to the Houston Business Journal.

Exec Rob Witte said Hines aims to accommodate homebuyers looking for strong school districts and close proximity to Houston’s major employment hubs. Brookewater is set to go up just off Highway 59 along the south side of Finney Vallet Road, less than 50 miles from downtown Houston. The population of Rosenburg, TX was 38,282 at the 2020 census.

The development was approved in a 4-3 vote by the Rosenberg City Council in April. As part of the deal, the city agreed to annex the land. In return, Hines agreed to limit 40-foot lots to only 20 percent of the homesites. It will also be capping the number of “non-traditional homes,” e.g. townhomes, to just 15 percent of the homesites. The project also includes plans for multifamily and commercial developments.

Hines has partnered with Vancouver-based Trez Capital and Caravel Ventures of Southlake, TX, for the development. Tokyo’s Sumitomo Forestry is attached to the project as the designer and builder of the parks, lakes, walking trails, nature preserves and playgrounds.

Brookewater will be Hines’ largest residential community since the 9,700-acre First Colony in Sugar Land. First Colony began development in 1976 and is now home to about 60,000 residents as well as Sugar Land Town Square, a 1,400,000-square-foot office and shopping complex.
