RBM eyes former Rancho Park restaurant for housing, retail

Developer utilizing density bonus in projects across LA’s Westside

The location of a closed restaurant on Los Angeles’ Westside has been floated for redevelopment into housing and retail. 

RBM of California filed an application with the Los Angeles Department of City Planning to demolish the existing building at 10990 West Pico Boulevard in Rancho Park and construct a seven-story residential building in its place, Urbanize Los Angeles reported. The one-story building was previously home to vegan eatery Zen Bakery. 

RBM’s plans call for 85 studio, one- and two-bedroom apartments above 3,268 square feet of ground-floor retail space as well as a rooftop amenity deck and parking for 72 vehicles. The developer is requesting entitlements including Opportunity Corridor incentives that would allow a larger structure than zoning rules would typically permit. In exchange, 15 of the new apartments would be designated for rent by very-low-income households. In Los Angeles County, very-low-income is categorized as making less than $53,000 annually, or $75,750 for a household of four. 

The section of Pico Boulevard around the proposed site has other new developments in the works. One 207-unit development complete with retail is set to rise on a long-vacant parcel across the street from 10990 West Pico Boulevard. Another recently opened next to the former Westside Pavilion mall, which itself is headed for new life as the University of California, Los Angeles’ Research Park. 

RBM of California is no stranger to Los Angeles’ Westside. The subsidiary of Japanese real estate investment firm Residence Building Management Company has developed mixed-use projects in Mid-Wilshire and Palms in the past, according to Urbanize. 

The firm is currently building a five-story apartment structure at 11250 La Grange Avenue in Sawtelle, complete with 38 two- and three-bedroom apartments above a 100-car subterranean parking garage. That project, similar to 10990 West Pico Boulevard, utilizes density bonus incentives to permit a larger structure than allowed by zoning rules in exchange for setting aside five apartments for very-low-income renters. 

RBM of California is also building more residences near Rancho Park at 2107-2121 South Westwood Boulevard in West Los Angeles. The project will feature 92 studio, one-, two- and three-bedroom apartments above roughly 1,500 square feet of ground-floor retail and a 125-vehicle parking garage. The development also takes advantage of density bonus incentives to permit a larger structure than allowed by zoning rules in exchange for eight affordable apartments.Chris Malone Méndez
